This is a fine example of Cecil Miles skill as a carver! The body of this "doll" is carved from one piece of cotton wood root. He is a key figure in Navajo mythology, considered the source of celestial waters, particularly rain. The Water Sprinkler dips the tail of the fox into water and then sprinkles the water to bless the ground. He's wearing a 1800s rug pattern skirt with the Spider Woman cross.
